Auditor-General task Governor Korane to explain how 245m went missing without trace

GARISSA—As calls on Garissa County senator, Yusuf Haji to intervene over the growing frustrations in how the county boss is managing the funds reache fever pitch, new details emerge on how hundreds of millions went missing from the records.

According to the Auditor-General report by June, 2018 and seen by Kulan Post, the County government of Garissa, out of sh 980 million pending bills as per Controller of Budget list,  the local finance department presented only sh 2.5 billion for the special audit, leaving out a whooping amount of sh 1.5 billion unaudited.  

Similarly, sh 245 million of the amount subjected to the audit turned out to be ineligible pending bill for lack of supporting documents such as LPOs/SLOs, invoices, delivery notes et cetera.

The report also showed that the county managed to pay sh 380 million out of the sh 2.03 billion eligible pending bills.  As at February 2019, there was an eligible pending bill of sh 1,927,137,092.

On Monday, a group of contractors challenged Haji to register their plight with Governor Ali Korane, saying several attempt to seek their fees for work done with the county fell on deaf ears.

They claimed that the local administration owes them over sh 1.9 billion. The contractors said that they have completed several projects including schools, boreholes, water dams and roads

On September last year, the High Court barred the Garissa county government and Governor Ali Korane from spending over Sh1.9 billion following a case by 63 contractors.

The county was directed to not use the funds released by the National Treasury expect for payment of the eligible pending bills.

Justice Charles Kariuki also directed the county government to settle the Sh1.9 billion owed to the contractors. 

In the court papers, the Garissa County Contractors and Suppliers Welfare Association, the companies claim that they were awarded various contracts whose work they performed and inspections done by the county government.

The EACC report on November last year put Garissa among the most corrupt in the country.
