SINGAPORE – Mr. Issack Abdi Korio, Chief Executive Officer of Bura Municipality, has successfully completed a high-level Strategic Leadership and Governance program under the Singapore Cooperation Programme. This milestone comes shortly after he received international recognition for leadership excellence.
He was recognized for the prestigious leadership decoration, Singapore Cooperation Programme Training Award (SCPTA). The award is a flagship initiative under the Government of Singapore’s Singapore Cooperation Programme (SCP). It is aimed at enhancing leadership and governance among senior public sector officials globally.

Bura Municipality’s leadership has been increasingly focused on adopting global best practices to address local challenges.
The lessons will boost the municipality’s commitment to transformative reforms aimed at delivering tangible benefits to its communities.
Mr. Korio’s participation is also expected to inform strategic initiatives in Bura, focusing on institutional efficiency, citizen-centric service delivery, and sustainable infrastructure development, positioning the municipality as a model of decentralized governance in Kenya.
He was among a select cohort of distinguished leaders drawn from 30 countries and international agencies, including Sweden, India, Philippines, Georgia, Tanzania, Ukraine, and the Arctic Council.
He was the only Kenyan representative in the programme that is renowned for fostering global collaboration and excellence in public administration.
The CEO has a vision to upscale growth in Bura municipality including improvement in infrastructure, sustainable waste management and waste valorization, health, environmental rehabilitation and restoration, employment opportunities for youth and women.
During the summit, the CEO engaged with policy experts, global thought leaders, and senior officials from around the world during the conference.
It served as a platform to share insights on challenges and solutions in public sector leadership.
He engaged with other global leaders in his quest to access funding from international donors to support programs to improve service delivery to the residents of Bura Municipality.
The Singapore Cooperation Programme, launched in 1992, reflects Singapore’s commitment to international development and cooperation.
It has trained over 150,000 officials from 180 countries, reinforcing shared global goals in sustainable development and innovation-driven governance.
It provides participants with an in-depth understanding of Singapore’s globally celebrated development model, including innovations in digital governance, sustainable urban planning, economic policy, and effective public service delivery.
