GARISSA—Garissa governor is disappointed that his county has more “useless” clerical officers than much-needed Early Childhood tutors and as such want the hiring body to do more to balance the placements.

Speaking shortly after he presided over the swearing-in ceremony for the new County Public Service Board in Garissa town, Governor Ali Korane urged the new team to come up with plans to exchange the clerical officers for ECD teachers.

The board may consider turning some of the clerical officers into ECD teachers to save on costs, ” Korane said.

The governor similarly raised the red flag on the bloated wage bill, saying the county had already surpassed the Treasury’s ceiling of 35% expenditure on wage bill.

“Instead we are at 45% well above the set ceiling and something has to be done,” Korane urged.

The governor was also taken aback by the number of drivers in the county payroll despite the county only servicing a fleet of 60 vehicle against 263 drivers.
