Isiolo Governor Abdi Ibrahim Hassan has survived an attempt to remove him from office after the Senate dismissed the impeachment initiated by the County Assembly, citing serious procedural flaws.
The Senate ruled on Tuesday that the impeachment motion, passed by the Isiolo County Assembly failed to meet the constitutional and legal thresholds required for such a process.
31 Senators voted to save the Governor, while 12 voted to have the matter proceed to full trial.
Senators argued that the impeachment lacked proper documentation, including valid notice of motion, official minutes, and certified Hansard records.
There were also inconsistencies regarding the timing of the Assembly’s special sitting, with conflicting reports on whether it was held at 9:00 AM or 2:30 PM on the same day.
Governor Hassan’s legal team, led by Eric Theuri and Elias Mutuma, described the process as a “phantom impeachment,” pointing to gaps in the Assembly’s records and the violation of High Court orders that had declared the proceedings null and void.
Senator Boni Khalwale emphasized the importance of respecting constitutional processes.
Senator Danson Mungatana criticized the Assembly’s conduct, calling the sitting a “meeting that never was.”
