Masalani NIS Campuses Gazetted Protected Areas

Masalani is a town in Garissa County, strategically located near the Tana River.

GARISSA – The Government of Kenya has officially designated two campuses of the National Intelligence Service (NIS) in Masalani as protected areas.

This designation was made through a legal notice published in the Kenya Gazette on May 16, 2025, under the Protected Areas Act (Cap. 204).

The order, titled The Masalani National Intelligence Service Campus Protected Area Order, 2025, was issued by the Cabinet Secretary for Interior and National Administration, Kipchumba Murkomen.

The legal notice declares that access to the designated areas will now be restricted and regulated by law.

According to the notice, no person shall enter the protected areas, places, or premises without permission from the prescribed authority.

The prescribed authority has been identified as the Director General of the National Intelligence Service.

The protected areas specified in the order include the Masalani National Intelligence Service Campus located in the Masalani and Jamhuri areas of Garissa County, and the Masalani National Intelligence Service Campus situated in Tana River County.

The declaration is aimed at enhancing the security of critical national intelligence infrastructure.

The government seeks to protect sensitive installations and strengthen national security measures by restricting unauthorized access.

The order took effect immediately upon publication in the Gazette.

The National Intelligence Service (NIS) is Kenya’s principal intelligence agency, responsible for gathering, analyzing, and acting on information related to national security.

Established to protect the country from internal and external threats, the NIS plays a critical role in informing government policy on matters of security, counterterrorism, espionage, and organized crime.

The agency operates under a legal framework that emphasizes confidentiality, professionalism, and accountability.

Its officers work both overtly and covertly to safeguard national interests, and the institution is widely regarded as a key pillar in Kenya’s security architecture.
