NAIROBI – President William Ruto officially signed the Persons with Disabilities Bill, 2025, into law on Thursday.
It replaces the outdated 2003 Act and introduces economic incentives aimed at boosting resilience and reducing vulnerability among PWDs.
The bill introduces tax reliefs for employees with disabilities and also tax exemption for materials and equipment imported for use by persons with disabilities.
The legislation also provides tax incentives for donations, bequests and subsidies made for the benefit of persons with disabilities.
Expenses incurred by employers who make reasonable accommodation in their premises for employees with disabilities will benefit from a tax exemption.
The Bill places emphasis on the human rights approach towards realization of persons with disabilities in Kenya and societal responsibility to protect and promote them.
The landmark legislation, sponsored by Nominated Senator Crystal Asige, guarantees the rights of persons with disabilities (PWDs) to education, employment, healthcare, political participation, and accessible environments.
President Ruto directed the reinstatement of the Disability Mainstreaming Performance Indicator in public service contracts, an important step towards a more inclusive Kenya.
