Mandera assembly staff to join Mandela Washigton Fellowship

A Mandera resident has bagged a chance to participate in the Mandela Washington Fellowship and will be travelling to Georgia State University in the United States to study public management.
Billow Issack Hassan has worked in the financial sector, four of which were in the public sector. He is currently the principle budget officer to Mandera County Assembly. His role is to analyse the county budget and provide technical advice to the county assembly.
“Billow plays a role in the formation of policy on matters financial,” his profile on the website of the Mandela Washington Fellowship, says in part.
Billow, who started the now dormant Mandera Times, a monthly newsletter, holds Msc in Finance and Economics from KCA University. He also holds Bachelor of Commerce from the University of Nairobi.
In 2013, he was one of the participants of the One Young World Ambassadors and East Africa Acumen in the following year.
“I want to adopt good practices in public financial management and implement my experience to the two-year old (Mandera) assembly.
The Mandela Washington Fellowship for Young African Leaders brings 500 of Africa’s most promising young leaders under the age of 35 to top U.S. universities for a six-week academic and leadership institute in one of three areas: business and entrepreneurship; civic leadership; or public management.
